Just because a user wants something new
doesn't mean its good for the company. End users WANT to be able to IM their friends for non-work related purposes, download music allday, read job listings, blog about work, etc.

NONE of which is getting the job done. Rogue uses don't always point out a need, simply lack of governance you mentioned. And change control now has whole companies wanting to sell you their software (e.g. mercury) for a reason: change is VERY expensive, esp by those out of the governance loop. unauthorized change is supposed to be a huge chunck of network downtime, also a good part of security holes.

It doesn't pay to be left behind, but it doesn't pay to be on the bleeding edge either: e.g. Wireless has its place but those companies who let execs who'd read the latest airline magazine push them into it ended up with insecure systems a good bit of the time.

A funny story (under computerworld.com shark bait column) is about IT dept at a law firm. The lawyers all installed napster, which by default shared all their drives; all their confidential info was available to anyone using napster. IT guy pointed this out and was fired later.

another example: IM is great new stuff. Unhappily viruses now IM the address list and send themself to your friends.

and blogging about work: sometimes reveals insider IP .. OF course I'm sure the guy is working at work related stuff while blogging...
