Restrict Internet Access for 1 user

We are using Windows 2003 small business server with 2 NIC's, one for the LAN and one is used to connect to the DSL modem. The second card is actually a gateway to the Internet. I need to block access to the Internet for 1 user without effecting any other user. I looked at different policies but couldn't find one that would totally block a single user. I was looking at the policies on the server itself. I know I can do things on the client computer, but I want to prevent the user from access not necessarily the client computer. Any idea's?
